根据报错的提示信息，设置相关环境变量
dbrac1:oracle:orcl1 > export LC_ALL=C
dbrac1:oracle:orcl1 > echo $LC_ALL

dbrac1:oracle:orcl1 > echo $LC__FASTMSG
true
dbrac1:oracle:orcl1 > echo $LANG
AMRICAN
再次执行emctl命令，发现报错信息消失了。
dbrac1:oracle:orcl1 > emctl status dbconsole
